Work Better Innovations 發布政策摘要《台灣移工責任聘僱與追求永續發展》

Work Better Innovations 發布台灣企業尊重人權責任的政策摘要,這也是台灣企業人權方案的首份報告

2024年2月28日, Work Better Innovations 在與國立陽明交通大學科技法律學院「台灣企業人權方案」的特別合作下,針對台灣企業尊重人權責任的實施現狀發布了政策摘要。摘要發現台灣落實《聯合國商業與人權指導原則》初見成效,而ESG普及化、人權盡職調查與救濟措施可望繼續提升。 這份摘要的名稱為《落實企業尊重人權之責任:台灣現況與挑戰》,作者為張文祈與凌怡華博士,並在邱羽凡教授的協助下,以數間台灣企業作為研究樣本,對其履行《聯合國商業與人權指導原則》(UNGPs)框架下企業尊重人權責任的現況進行分析。 UNGPs 是一項全球公認的標準,旨在防止和解決商業環境中負面人權影響的風險。這份政策摘要探討 UNGPs 第二支柱——企業尊重人權的責任,並評估台灣企業的實施現況。 這份摘要探討台灣工商企業在其公司政策和流程中,如何履行其尊重人權的企業責任;並進一步發現在 UNGP 框架下,台灣對於第二支柱的落實現狀呈現令人鼓舞的初步成果: 研究樣本中的多數企業均已公開揭露其人權承諾。 將近一半的企業已發佈人權盡職調查政策。 所有沒有專門且公開揭露人權盡職調查政策的企業,均已執行某種形式的 ESG 風險管理且已提出報告。 我們進一步發現,研究樣本中的企業對於尊重人權責任的落實往往隨著企業規模縮減而降低,且救濟措施需要企業更廣泛、積極的接受程度,這與國外的發展情況相似。我們也觀察到大型企業更能符合 UNGP 框架下的國際期待。 『很高興在台灣政府公布《企業與人權國家行動計畫》之後,有這樣一份以台灣為出發點的研究成果出版,詳細地分析「企業」與「人權」間的鏈結,為「尊重」人權的步伐在台灣踏實紮根。』 — 邱羽凡副教授 我們在研究中運用這些台灣工商企業的永續發展能力,這些企業已於 2023 年獲得「天下永續公民獎」的獨立評選與認可,這是台灣的一項特殊獎項,旨在促進企業善盡社會責任。 本研究以中文進行,以下列出了我們收集並用以分析的主要資料。我們非常感謝贊助者與許多提供協助之人,讓本研究得以順利出版。 我們將在未來幾週內發布更多份研究報告,為 2024 年 4 月 9 日在台北舉行的首屆「台灣企業全球論壇:人權和環境盡職調查」做好準備!論壇即將開放報名。 欲查看我們其他的出版品,請造訪此頁面。
